How to design a theme

What are the basic things we need to check while designing a theme ?

As a theme designer himself, @Allan would be able to help us with some pointer, I hope.

Making a theme is real easy once you learn some CSS. Most of the time you are just doing some style changes. Inspect element or firebug is going to be the biggest help. I use these to see what div I would like to change.

Do we need a basic theme to start with ?

I also start with the default theme and go from there. I have problems only with SMF when having to add to the index page for some reason.

I have a couple of idea's for some, just need the time to try them out. Once for Xenforo, one for ElkArte and one for Mybb.
